The article provides the doctrinal assessment of the principal measures to create a modern system of intellectual property rights protection in Ukraine. Conceptual basis of systematization of legislation in the field of intellectual property vector defined. Modeled individual tasks of institutional changes in the system of government departments, which are aimed to protect the intellectual property.
