Annotation The article analyzes the electoral law to the Ukrainian Constituent Assembly adopted by the Ukrainian Central Rada in 1917. It could appear only after the Third Universal of the UCR had been proclaimed and the Ukrainian National Republic had been founded. The law provided for regulation of the process of organization and holding of the election to the supreme legislative body of the UNR. The election had to be held on the basis of universal, equal, secret voting by the system of proportional representation. The law explained the procedure of drawing up electoral lists, determined the date of their promulgation, defined voters’ rights on appeal and addition to lists and also established legal accountability for violations of the electoral law. Penalties for offences during campaigning and directly during vote counting were provided, including imprisonment. It is stated in conclusions that the legislative experience which was gained during the era of Ukrainian revolution of 1917 can be taken as the foundation for improvement of the law currently in force in the Ukraine.
