Annotation The article analyzes theoretical and legislative aspects of the content of information and legal framework of civil society. The definitions of terms «security» and «protection of rights» in the civil law of Ukraine are studied. The provisions of the Civil Code of Ukraine, where information is an object of civil rights, as well as provisions of the Law of Ukraine «On National Security of Ukraine», the Law of Ukraine «On Information» being the basic laws in the sphere of information, information policy and information security in Ukraine are analyzed. A number of amendments to the legislation given the doctrinal opinions on common and different aspects of the concepts of «information security» and «protection of information rights» are proposed. The author justifies the need to understand complex protection of information rights encompassing protection of information rights as personal non-property rights of individuals and legal entities; protection of information rights of intellectual property rights, and protection of the right to public information, the right to information with limited access, as well as rights in the use of information systems, etc. The need in effective information security system constituting civil protection of information rights and information relationships an integral part thereof is substantiated.
