Annotation The paper attempts to establish how the basic principles of the Constitution and its values affect the public authority efficiency. Given the study of materials related to the history of the adoption of the Fundamental law of Ukraine the conclusions on the compromise nature of many constitutional provisions concerning the guidelines for further development of the state are made. At the same time, the ideological aspect of the constituent act remains to be obscure: the authors of the Constitution tried to construct by this document new liberal European democracy preserving the communist past. However, a number of issues at the constitutional level have not been addressed. Particular attention is given to the constitutional prerequisites for the effectiveness of the authorities in the field of internal policy, including preserving the integrity and unity of the country. In this context, the general possibilities of applying the doctrine of «militant democracy» (in Ukrainian version) to counter separatist sentiments in society are determined. The constitutional grounds of social policy and performance of government institutions in this direction are specific fields of research.
