Annotation In the second part of the writing (the first one was devoted to the analysis of the Rule of Law) the author describes the approaches of the Ukrainian scholars to interpret the characteristics of Ukrainian state as defined in the Article 1 of the 1966 Constitution of Ukraine. Legal substance of the principle of democracy to be one of the fundamental principles of the Ukrainian constitutional law is exposed. Analysis is produced on the basis of the systemic interpretation of the Ukrainian constitutional provisions taking into account modern European legal thought as well as the European legal heritage presented by the Council of Europe acquis.
