Annotation This article is about the factors that determine the necessity of reforming the form of government in the development of civil society. Analyzed are the features of presidential and parliamentary republics, it is stated that the institutional framework of the state should be formed based on the needs and priorities of the society. Proposals for the improvement of legal regulation concerning forms of government in Ukraine at the present state are covered. The necessity of continuing a constitutional reform that would strengthen a state capacity, coherent and responsible activity of the legislative, judicial and executive branches of government, streamlining political, territorial, institutional and functional organization of public governance, democratization of all spheres of public life as the operating conditions of law and civil society development.
