Annotation The role of the electoral law to ensure the legitimacy of the elected government bodies. The problems of changing national electoral legislation and Council of Europe recommendations on electoral reform. The influence of the electoral law on public authorities, as well as the nature and direction of its action to ensure such important qualities of elected government, as the legitimacy and legality. Experience of reforming the electoral system in Poland and formulates proposals for electoral legislation of Ukraine. It is shown that the key to the real possibility of national sovereignty is the legality of election procedures.
