Strengthening the Independence, Efficiency and Professionalism of the Judiciary in Ukraine

The event to celebrate the beginning of the Project «Strengthening the Independence, Efficiency and Professionalism of the Judiciary in Ukraine» took place on June 18, 2013. This event has launched the activity of the Council of Europe to support Ukraine's efforts on the way of reforming the judicial system in accordance with European standards. Implementation of the Project was possible due to the financial support of the Swedish government. Agreement on beginning the Project was signed in December 2012 in the framework of the Council of Europe Action Plan for Ukraine 2011-2014 by the government of Sweden, represented by the Swedish International Development Agency (SIDA).

The event was attended by the Chairman of the Supreme Court of Ukraine Yaroslav Romanyuk, Head of the Justice and Legal Co-operation Department, Justice and Human Dignity Directorate of the Council of Europe Ms. Hanne Juncher, Ambassador of Sweden to Ukraine, Mr. Stefan Gullgren, government representatives, Project participants and representatives of the Council of Europe, leading scientists, teachers of higher educational institutions, representatives of mass media and the editor-in-chief of the law journal «Law of Ukraine», Doctor of Law, Professor, Fellow of the National Academy of Sciences of Ukraine Oleksandr Sviatotskyi in particular.

The Chairman of the Supreme Court of Ukraine Yaroslav Romanyuk, on the occasion of the opening of the Project, thanked the representatives of the Council of Europe and the government of Sweden for the support of reforms in Ukraine, and particularly in the judicial system of the state. Yaroslav Romanyuk also stated that: «Such a fruitful cooperation is essential, as the process of reformation is very long and deep in its essence and requires a systematic and consistent approach to ensure its implementation. And these approaches are inherent to international institutions that work in Ukraine towards the improvement of the judicial system».

«The Council of Europe and the Swedish government support the commitment of Ukraine to continue the reformation of the judicial system, – noted in her speech at the conference Head of the Justice and Legal Co-operation Department, Justice and Human Dignity Directorate of the Council of Europe Ms. Hanne Juncher. - New Project of the Council of Europe is to support the reform of the Ukrainian judicial system through the promotion of institutions and legislative reforms of the judiciary in Ukraine in accordance with European standards, identify potential challenges in the implementation of reforms, analyze the causes of these challenges and identify ways of overcoming them».

The Ambassador of Sweden to Ukraine, Mr. Stefan Gullgren stated that the Project is aimed at the assertion of the supremacy of law in Ukraine.

The project is developed together with the national key representatives in the branch of the judiciary, the bodies of the judicial self-government, national non-governmental organizations, and representatives of international organizations in Ukraine. The Administration of the President of Ukraine, Supreme Court of Ukraine, the High Council of Justice, the Supreme Qualification Commission of Judges of Ukraine, the Constitutional Assembly, the National School of Judges, bodies of the judicial self-government are partners of the Project.
