Annotation

In the article the conception of good governance general meaning and content are analyzed and disclosed in the accordance with World Bank, UNDP, the Council of Europe, the European Union and other international organizations experience. It is noted that the concept of good governance that has a political nature is closely related to the ideas of stateness and democratic legitimacy.

The conception of good administration has a legal nature and is based on the rule of law, lawfulness, equality. The conception of good administration is mostly developed in the CE and the EU practice. In particular, the general principle of law (the principle of good governance) and the fundamental right (the right to good administration) were the result of such recognition.
