Annotation | In modern conditions the principle of popular (national) sovereignty isimplemented mainly in the system of representative government. The representativenature of the government entails that the public powers of authority which is heldby bodies of state authority, eventually arises from the act of the people’s will, areassigned by the constitution or the law for continuation of certain functions and reflectedin the set of responsibilities to their realization, often engaging any measure of discretionof the relevant body or person. The representative government operates in conformitywith the rule of law, understood as the supremacy of human rights. The institutionalorganization of state power hinges on the principles of democracy and the separation ofpowers, in this way, they are regarded as a guarantee of individual freedom. |
