Annotation

Basic principles of the new Law of Ukraine “On Higher Education” are

reviewed including institutional autonomy and academic freedom of professor. The

conclusion is made that confrontation is possible between institutional freedom and

academic freedom of professor as conflict between collective and private interest. The

author highlights the possibility of conflict between academic freedom of professor and

academic freedom of student and the necessity of delineation between private and

public commencement in higher education.
