In Vice-president of the Venice Comission Kaarlo Tuori’s speech the common core of the Rule of law and the Rechtsstaat is argued in the contest of goals of the Commission’s report on the Rule of law. It is showed that during 20th century heoriginal differences between doctrines of the Rule of Law and Rechtsstaat have lostmuch of their importance. Main factors that brought these doctrines closer are defined. It is emphasized the interrelatedness of the three value pillars on which the Council ofEurope is founded — rule of law, human rights and democracy.
