Annotation The article deals with the most important problems of functioning of the human rights system, as well as a number of the questions connected with formation of strategy of its further development. Indicated the relevance of the theoretical study of questions of the human rights system and human rights policies is denoted. An idea about the necessity to develop a comprehensive scientifically based conception of human rights policies is defended. The authors offer the original definition of «human rights policies» and «the concept of human rights policy». Relations and links among law-enforcement, judicial and human rights policy in modern conditions are discussed. Authors criticize the process of modernization of the judicial system in modern Russia. They ground wide approach to understanding the human rights system. Authors give their vision of the structure and content of the concept of human rights policy. Fundamental principles of the formation and implementation of human rights policies are characterized, their goals and tasks are defined.
