Annotation Globalization of modern society includes globalization of law as well. But the processes happening in the modern law also demand the new theory of the law adequate to conditions in which there was a world community. Such theory is impossible at a view to the law from positions of the etatism. In offered communicative option ofunderstanding of law the law is considered as system of institutional normative intersubject interaction which has the sign-semantic essence and carried out on the basis of specific texts. From the same positions the institutional nature of human rights are located in comparison to the concept of human rights of E. Bulygin.
