Annotation | The child welfare system in the United States suffers from two fundamental failures. First, the government fails to prevent child abuse and neglect because it adopts a hands¬-off approach to family well¬being, failing to provide parents with key supports. Second, when child abuse and neglect does occur, the government intervenes in a heavy¬-handed fashion, pitting the rights of children against the rights of parents, and serving the interests of neither. This article suggests an alternative approach that would work with parents to prevent child abuse and neglect before it occurs and respond more constructively if it does happen. |
