Annotation This essay describes the debate over the core meaning of the Second Amendment to the United States Constitution between those who argue it protects an individual right and those who maintain that it simply protects the right of states to have an armed militia and is therefore a collective, not an individual right. The essay provides evidence that the amendment was intended to protect the right of individuals to be armed then briefly outlines the history of the right and restrictions that were imposed upon it.
