The issues of organization and rules of work of the Ukrainian Central Rada (UCR) are discussed. On the basis of the analysis of UCR docume nts and materials, the mechanism of the implementation of parliamentary procedures, the law-making process is considered. It was concluded that UCR was the first nationwide supreme representative body that accumulated state-building ambitions of Ukrainians and proclaimed the first Ukrainian statehood in the twentieth century.
