The article analyzes the process of updating the Ukrainian administrative law and the creation of its modern paradigm. Authors determined the role of this branch of the industry to create fundamental basis for successive scientific exploration of Ukrainian representatives of administrative law. Proved the existence of three stages of knowledge about modern administrative law of Ukraine. Explained the system-factors of administrative law and its subject: the public administration, the relations of administrative obligations, the public administration.
