The issue of identification of a physical person is extremely important, because there is a rapid globalization, and the development of information technology in the field of promulgation of personal data has long gone beyond the limits of legal control. The author considers the features of the identification of persons, the concept of the category «individualization» is defined. The article analyzes the main norms of EU legislation in this area and compares it with the Concept of the National Identification System in Ukraine.
