Annotation | From year to year, the state of domestic legislation reflects the following issues: we have to improve the procedure for developing and adopting quality laws; unjustified number of legal acts, which significantly complicates their application; presence of contradictory, internally inconsistent provisions in the texts of legal acts; lack of appropriate mechanisms to ensure compliance with legislation. This situation generated the idea of developing a special law for lawmaking. The long and difficult history of the development of such a law in Ukraine (on regulations, laws and legislation, the system of sources of law and other names), on the one hand, reflects the complexity and controversy of issues related to the rule-making process, on the other hand, it testifies to the extreme importance of legislative regulation of this process for the development of the national legal system. Today, this idea is embodied in the draft Law of Ukraine “On Lawmaking”. The purpose of the article is to analyze the bill “On lawmaking”, to identify positive (successful, useful) and imperfect provisions that have to be finalized.
