Annotation | The article and its analysis concern the current quality of dialogue between the authorities and the civil society of their country. The issue covers the semantic weight of the rhetoric of civil servants in the most acute period of the crisis in Ukraine. In general, a balanced dialogue is based on classical constants formed in all spheres of public life. The basic segments of dialogue in society, the importance of information aimed at vertical and horizontal communication, the need to form a legal culture of constructive dialogue and positioning of thinking are taken into account. The conclusion is formed and the uniform concept of the balanced legal model of dialogue of state representatives and a society in a crisis period of vital activity is developed. Human consciousness is formed in the process of communication in different situations: in everyday life, in the process of joint professional or any other practical activity. Since the word is a form of existence of concept and thought, it is natural to conclude that it is a generalization of thinking and speech of the individual. The process of continuing oral communication is a speech in action, through which the individual consciousness of each person in the dialogue is formed and enriched by the results of socio-historical development of mankind. Each verbal and nonverbal signal is a kind of sign that is used to implement the plan: the transmission of information or its preservation, or the formation of public opinion. Dialogue acquires special importance in times of crisis and more.
