Annotation | The relevance of the conducted research is determined by the current state of legislative support and practical implementation of world concepts of the smart city, taking into account modern processes of digital transformation of various spheres of social activity in Ukraine. The paper states that the lack of a unified approach to the formation of the information ecosystem of cities and information exchanges between municipal and state registers, along with insufficient funding for the digital transformation of territorial communities, actualizes the need to develop a comprehensive solution to the outlined problems. The purpose of this article is to analyse existing smart city concepts, as well as identify the information and legal features of their implementation, taking into account the current state of digital transformation of Ukraine. On this basis, the author also aims at developing certain recommendations for improving the legislation of Ukraine in this area of legal regulation. Within the scope of the article, the author studies the informational and legal features of the implementation of world concepts of the smart city in Ukraine, as well as characterizes their essence and structural elements. The article focuses on the centralized (vertical), decentralized (horizontal) and mixed concepts of the smart city; it analyzes disadvantages and advantages of each of them. The author singles out a system of factors that influence the effectiveness of the implementation of smart city concepts, as well as characterizes their manifestation at the current stage of digital transformation of Ukraine. On this basis, the author justifies the scientific position as for the most effective application of the mixed concept of a smart city in Ukraine; he bases on the forms of organization of information interaction at the local level taking into account the methods of building information exchanges between public registers, current approaches to financing the processes of digital transformation of territorial communities. The paper substantiates the scientific position, according to which an important tool for ensuring the established consistent practice of smart cities constructing is the strategy for cities development that implement this concept. Within the scope of the article, the author identifies the main elements of the smart city development strategy and gives them a legal description. Based on the results of the research, directions for further improvement of the legislation of Ukraine in the field of implementation of the smart city concepts have been determined, and the legal requirements that must be met by the information ecosystem of cities implementing one of these concepts have been characterized. Along with this, the article proposes a set of measures that should be taken by the state and territorial communities in order to effectively implement the concept of a smart city.
