The article examines the organizational and legal process of creating a national army as a guarantor and a necessary attribute of an independent state. The directions of national military construction of the time of the Ukrainian Central Rada are characterized. The author tried to find out the significance of the Ukrainization of the army and the participation of individual figures in the creation of the army. The content of normative and legal acts regulating the activities of the army in 1917–1920 is disclosed. The role and achievements of individual figures in the creation of the Ukrainian army were studied. The main regularities, characteristic features, experience of predecessors in the course of creating their own army are revealed, since the military construction of 1917–1920 has a universal character. The main measures for the implementation of Ukrainization initiated by the government of the Central Rada are revealed. The specific historical circumstances and conditions under which the Ukrainization of military units was carried out are determined.

Separately, the conditions and principles of the existence of Ukrainianized units were determined, and the analysis of normative and legal acts that laid the foundation for the creation of the Ukrainian army was carried out. The construction and composition of the Ukrainianized parts is characterized. The interaction of civil society and the armed forces on the creation and development of the army, in particular regarding the Ukrainization of the 34th army corps, is disclosed. The processes of state and legal development during the creation of the army are highlighted. A historical and legal analysis of Ukrainianization was made, including the development of certain national institutions of the people, their language, education, science, and culture. The national ideology regarding the existence of Ukrainian parts has been revealed. An attempt was made to consider the problems of the state and law-making of the Ukrainian army in 1917–1920, the principles of creation, development and decline of military construction were analyzed. Features of the implementation and development trends of the legislative procedure, connections between legislation are highlighted. It is emphasized that a characteristic feature of the legislative process in 1917–1920 was its continuity, as well as constant development and improvement.
