| Annotation | The article is devoted to the study of administrative and legal mechanisms for ensuring public security in the European Union countries as an important component of the national security system. The paper examines the evolution of the European security legal system, which has developed in response to historical traumas, geopolitical changes, and the search for stability in a complex international environment. It is noted that the modern architecture of European security is a non-unified, multi-level system that combines normative, institutional, and procedural elements. This system is not centralized within a single organization but functions as a network of interconnected institutions, mechanisms, and principles based on shared values. Threats and dangers to EU countries are systematized and classified into external (migration crisis, terrorist attacks, military threats) and internal (rising ethnic hostility, economic crisis, public dissatisfaction with policy). This classification enables a more structured approach to the development of counter-threat mechanisms. The article proposes an administrative framework for enhancing the level of public security, which includes: constructive activities of executive authorities, scientific development of algorithms for ensuring public security, levels of threat and danger response, levels of securing public relations within the EU, and cybersecurity. All these elements are interrelated and depend on specific public relations and the internal environment of the EU member states. An algorithm for developing a public security mechanism is proposed, consisting of three levels: scientific-theoretical, experimental-research, and practical implementation. This approach provides a comprehensive analysis of the issue and allows for the creation of effective threat-response mechanisms. Groups of public security concepts are identified: personal (professional) security, state security, and the triad concept of state, public, and national security. Together, these approaches shape the concept of a “service-oriented state” aimed at ensuring a comfortable level of public safety. The role of public sphere securitology is substantiated as a complex field of study within legal sciences, incorporating legal, psychological, pedagogical, and managerial components. The article offers a holistic vision of the administrative framework for ensuring public security as a system of theoretical, methodological, organizational-legal, and managerial measures aimed at counteracting threats across all spheres of society in EU member states. This approach not only contributes to improved security today but also ensures the progressive development of European society in the future. |
