This academic article is devoted to the study of the necessity of introducing mandatory legal regulation of anti-corruption programs in local self-government bodies as a tool to enhance transparency and accountability of local authorities. It examines the impact of the Association Agreement with the European Union on Ukraine’s commitments to strengthen anti-corruption measures, particularly in relation to the independence of anti-corruption bodies, judicial reform, and the fight against money laundering. The article emphasizes that the effective implementation of anti-corruption programs is one of the key factors for the successful advancement of Ukraine’s EU accession negotiations, since Chapters 23 (“Judiciary and Fundamental Rights”) and 24 (“Justice, Freedom and Security”) remain central throughout the entire integration process. The main legal and economic prerequisites contributing to the spread of corruption in local self-government bodies are identified, including imperfect legislative regulation and the lack of proper accountability. The article analyzes the benefits of introducing mandatory anti-corruption programs at the local government level, including the systematization of corruption risk management, increased transparency in decision-making, and the formation of a culture of integrity among public officials. It highlights the need for a comprehensive approach to anti-corruption policy through the development of an effective regulatory framework, the introduction of preventive control mechanisms, and active public participation in monitoring anti-corruption measures. The introduction of anti-corruption programs in local self-government bodies is viewed as a key instrument for strengthening the institutional capacity of the state, increasing public trust, and ensuring compliance with EU standards in the areas of transparency, rule of law, and accountability of public authorities.
