This article provides a comprehensive analysis of the transformative processes underpinning the development of municipal law and local self-government in Ukraine against the backdrop of decentralisation, European integration and the challenges posed by the war. It is argued that the decentralisation reform, launched in 2014, has become a key factor in shaping a new architecture of public authority, aimed at strengthening the institutional capacity of territorial hromadas, expanding their powers and enhancing their role in safeguarding human rights. The aim of the article is to outline the main provisions of the new paradigm of Ukrainian municipal law and the challenges of its development in the context of contemporary challenges. It has been established that, in the context of full-scale war, local self-government has undergone a significant functional transformation, becoming a vital element of national resilience, the selforganisation of society and the provision of essential services to territorial hromadas. Particular attention is paid to the development of a human-centred paradigm of municipal law, within which the territorial hromada is regarded as the fundamental sphere for the realisation of human dignity, rights and freedoms, and local self-government as the mechanism for their practical safeguarding. The system of key determinants of this paradigm has been analysed, in particular the philosophical-axiological, regulatory-legal, political, economic, environmental, cultural and security factors that drive the reorientation of municipal authorities towards ensuring the quality of human life. The phenomenon of military municipalism is examined as a specific form of local self-government functioning in wartime, and its organic link with the processes of municipal peacebuilding is substantiated. It has been demonstrated that these phenomena are interrelated phases of a single process of territorial hromada development, aimed at ensuring security, social cohesion and the restoration of society. It has been established that modern municipal law is evolving from a regulatory-administrative model towards an integrative system for guaranteeing municipal human rights, including the right to a safe environment, participation in local self-government and the right to peace. It is concluded that there is a need for the further development of Ukrainian municipal law on the principles of humanism, environmental sustainability, multi-level governance and the constitutionalisation of municipal human rights as the foundation for the sustainable development of territorial hromadas and democratic statehood.
