The article is about the laws of Ukraine as a form of expressing the legal norms (sources of law). An attention is drawn to the fact that a source of law is an act of a legislator in a sense of a legal action, in a unity of its normative content and form. There are analyzed some aspects of the national practice of making the array of such sources of law as the laws of Ukraine, the use of a legal technique in the interests of certain administrative management groups, but not in the interests of the rule of law.
