Article Strengthening rather than Undermining State Sovereignty

Annotation The article is dedicated to the 25th anniversary of the Declaration of State Sovereignty of Ukraine that was political and legal predecessor of the Act of Independence of Ukraine. The historical role of the Declaration is determined by the fact that it was the first and constitutive factor in establishment of state sovereignty in Ukraine de jure and de facto. Program principles and provisions embodied therein are the ground for modern state-building process. Due to its impact on social transformation the Declaration played the role of the constitutional act symbolizing birth of modern constitutionalism in Ukraine. It initiated forming the legal model of the constitutional structure of independent Ukraine. Despite the compromise over some of its provisions that prevented it from playing the role of the small Constitution of Ukraine, the Declaration implicitly determined strategic principles of national state-building process.
