In article the role of intellectual property in the course of achievement of the strategic tasks determined by public authorities of introduction in Ukraine of the European standards of life and exit of the state to the leading positions in the world is defined. It is proved that successful cultural development, sciences, educations, productions of goods and rendering of services requires the balanced legislation on intellectual property capable in a complex to resolve issues of acquisition of intellectual property rights, the order by them and to provide the appropriate level of protection of such rights. It is emphasized that creation of conditions of legal protection and protection of intellectual property rights follows not only from the strategic documents defining vectors of development of Ukraine but also from the international obligations taken by Ukraine. The argument about need of carrying out is partially provided in Ukraine reforms of the state system of legal protection of intellectual property and the steps which are carried out by the Ministry of Economic Development and Trade of Ukraine and Cabinet council of Ukraine in general regarding development and adoption of the Concept of reform of the sphere of intellectual property and the plan of measures on its realization are defined. The main place in article is allocated to a statement of the concept of the drafted bill «About National System of Protection of Intellectual Property in Ukraine» submitted to governmental bodies in the course of public discussion at the National forum «All-Ukrainian Public Discussion of Reform of the State System of Legal Protection of Intellectual Property in Ukraine». Expediency of introduction at the legislative level of a concept of national system of protection of intellectual property, definition of its subject structure is proved at emphasis on the author, the creator, the inventor, on the national business designed to realize the innovative ideas. Tasks and the principles of public policy in the sphere of intellectual property in general and authorized bodies of the state and local government in particular are defined. Expediency of creation s proved in Ukraine of National council of Ukraine concerning intellectual property as governmental consultative body. The main place in the bill is allocated to fixing of legal status and definition of the purposes, tasks, functions, powers and competence of the National authority of intellectual property designed to provide functioning of national system of protection of intellectual property in Ukraine in general.
