The author, based on the cultural and repressive concept of combating crime, criticized the existing anti-corruption practice in Ukraine. In line with this, we suggest ways to improve the strategy and tactics of anti-corruption system in Ukraine today. It substantiates the point of view that a radical factor in combating corruption is the «human factor», that is, the legal and moral culture of the citizens, provides «immunity» against corruption. The paper also proposed measures to improve anti-corruption justice in Ukraine.
