In article it is noted that the administrative justice can be considered independentunder a condition if justice on disputes with subjects of powers of authority is administered byautonomous administrative courts which activity is regulated by the qualitative procedural law.The bill on modification of the Constitution of Ukraine concerning structural elementsof domestic judicial system is analyzed. Models of creation of such system which can ariseon condition of modification of the Constitution are characterized. The problems causedby formation of such models are revealed and ways of their permission are offered.
