Annotation The article studies the role of direct democracy institutions and the specificity of their influence on the development of state forms in modern conditions. The author analyzes the main theoretical and methodological approaches in theory of state and law in the study of popular sovereignty in the context of the rise of a democratic state form. Particular attention is given to the research of elections and referendum institutions in the development of forms of government, and ensuring a democratic state and legal regime. The value of direct democracy institutions in the development of polycratic state form is defined.
