Annotation The role of civil society actors: social and political forces — parties, movements, associations, non-governmental human rights organizations and others as well as the protection of the rights and freedoms of man and citizen at the modern stage of state formation in Ukraine is analyzed in the article. It is concluded that the effectiveness of civil society organizations in Ukraine depends on the extent to which state and society are able to secure the rights and freedoms of citizens in view of the growing delegitimization trend — loss of public confidence in public authorities, and support. The necessity of finding new and more effective forms of cooperation between NGOs and public authorities in the field of human rights, the strengthening of public control in the human rights field, the introduction of a set of measures aimed primarily at creating jobs, increase employment, creating decent working conditions, objective determination of a living wage and other social standards, gender equality, real changes in wages and so on. Accordingly, current legal system and especially the Constitution of Ukraine requires significant changes and constant monitoring, the improvement of the of state regulation mechanism, raising legal awareness and legal culture of all subjects of the government and civil society and others.
