Annotation The article is devoted to the analysis of local self-government development problems in the conditions of civil society formation and the foundations of the political culture of the civil consolidation. Disadvantages of constitutional and legal consolidation of direct forms of local self-government in Ukraine are investigated and ways to improve the constitutional regulation of local government institutions are outlined. It is argued that achieving the optimal level of cooperation between public authorities and local authorities is a priority for achieving political stability in Ukraine. It is proved that this goal can be achieved only when the system of local government will not be perceived as «lower» level in the hierarchy of government, but as an independent institution of public authority. The author emphasized that the desire to remain within the paternalistic model of local selfgovernment is a factor impeding the development of civil liberties, democracy and significantly retarding the development of local self-government. The ways to optimize the community organizations institution as one of the most important elements of the system of local selfgovernment and local democracy are analyzed.
