Annotation | The article is devoted to the problem of mutual influence of civil society and the institution of the head of state. The role of the head of state in the formation of civil society in the USSR is analyzed. A role of the head of state in Ukraine during the formation of a parliamentary-presidential republic is considered in the article. It is shown that under the conditions of authoritarianism may be separate elements of civil society. Analyzed is the influence of anarchism on the formation of a democratic regime and the formation of civil society in Ukraine. The inference of this is the assumption that in the conditions of a parliamentary-presidential republic role of the president considerably corrected to reduce the powers and thus increases the role of parliament as a body that personifies power of civil society. |
