Article Terrorism as Illegal Social Practice

Annotation The article deals with the concern of terrorism in its legal realm. Terrorism is defined as illegal institutional actions based on the use of violence and cruelty, fear aimed at unlawful achieving objective of social importance. The need in comprehensive approach to solving the terrorism problem in its vision, sociological, political, as well as legal aspects is emphasized. Legal essence of terrorism is based on its criminological characteristics. However, it is of crucial importance as illegal social practice. The notion of international terrorism and use of terror in hybrid, asymmetric war is studied. Essential analysis of anti-terrorism activities including combating public terror is provided. The constitutional order is determined as the object of terror attacks. The role of the International Criminal Court in combating terrorism is determined.
