The actual embodiment of the principle of the rule of law, ensuring the rights and freedoms of the individual, the humanization of public authorities and public service actualizes the question of quality of the Ukrainian legislation regulating state-imperious activity, its compliance with European standards of public service. These problems are acute in an era of reform changes in the public administration and the new organization of the public service. The study of public service issues determined by an urgent need fundamental restructuring of its staffing. As a result, it proposed a number of changes in legislation to improve the institutional framework of the competition in the search for potential candidates stages, monitoring and evaluation, and the tender procedure as a whole as to legally regulate the order of selection in certain periods for civil servants.
