The problem questions of institutional upgradability of public service of Ukraine in the conditions of action of new Law of Ukraine «About public service» are examined. The key trends of the institutional strengthening of public service of Ukraine are grounded: determination of status service, renewing the institute of state secretaries. Authors turn the special attention on a break between the achievements of administrative science and real queries of state and social development that accordingly negatively affects quality of legislative acts. The conclusion is done about the necessity of saving of «institutional memory» and succession in the conditions of institutional modernisation of public service of Ukraine.
