The control is seen as an element of social governance, providing feedback between the subject and the object of control, resulting in a public authority at the same time it is the subject of control over society and its object.

The necessity to refuse from the understanding of control as an activity, the subject of which is the state represented by competent authorities and officials concerning society is substantiated in the article. The concept of the society as an activity, the object of which is a public authority, and the subject is not only state institutions but also a civil society and the international community is consolidated.

It was determined that the primary subject of control over the execution of state power is the people, who can exercise control either directly (through the institutions of direct democracy and the various forms of participation of civil society in the socio political life) and indirectly (through representative bodies of public authority).
