| Annotation | The article is dedicated to the Medium-term strategy of the national debt management on 2013–2015, the author studies the factors of strengthening the promissory loading on the state budget in the nearest and medium-term prospect, the concept and legal nature of state credit; analyses a scientific thought in relation to understanding of such financial and legal category as a state credit. The author covers the genesis of forming a state credit concept, and points at authorial determination of state credit category. The relation of state credit institute to the budget law, as well as specific differences of state credit from a bank credit and its classification is proved by the author. Subjects of legal relations under the state credit and their legislative settlement are determined in the article. |
