Annotation | The article states that the principle of separation of powers in Presidential- Parliamentary Republic should be consecutive, but the relationship between the branches of power should be, in turn, based on the principle of checks and balances. The attention is focused on the voting procedure. The author affirms that there is a need for extraordinary measures to ensure the freedom of deputies in Ukraine, such as a secret ballot and identifying touch buttons for voting, that will help break the chain of dependencies between the executive power and deputy. The article also considers the language issue in Ukraine, which has been discussed during all years of its independence. The emphasis is made on the possibility to use and apply the Russian language, along with Ukrainian in all spheres of public life on the whole territory of Ukraine. |
