Annotation In a scientific paper based on the analysis of regulations and U.S. law books the author determined political, legal and socio-economic grounds for adoption of «Keating-Owen Child Labor Act of 1916» — the first federal U. S. law, which prohibited the employment of young children from harmful sites production conditions, regulated the working conditions of minors, given the social and labor warranty labor child workers, and identified the features of the control over the implementation of the law, the prosecution of employers and to impose penalties for any failure to implement the provisions of the law. The author established the legal meaning of «Keating-Owen Child Labor Act of 1916» in the development of the mechanism of protection of children's rights in the U.S. in the first quarter of the twentieth century. Reasons for disagreement with the general provisions of the law industry representatives, particularly due to the virtual absence of legal consciousness in their ideas about the value of every child's life are elucidated in the article. The author analyzed the legal position of the Supreme Court of the United States in the protection of the Act, the minimum rights of the child and his inhumane justify unconstitutional prohibition of child workers and labor warranty work for young workers in hazardous environments.
