Annotation The article is dedicated to the issue of enhancing efficiency of international legal regulation of global counter-terrorism war on the basis of conflictological paradigm. The international terrorism phenomenon has been studied as an indicator of a state of conflict in social relations which should be eliminated by means of addressing major terror-generating forces. The corresponding doctrine and the evolution of the UN studies of the reasons for terrorism have been presented. On this basis a «civilizing» approach in the sphere of counterterrorism war has been suggested. This approach is founded on the awareness of the conflictbased nature of terrorism and the need in comprehensive humanistic means to overcome deep contradictions in international social development. It will contribute to the rejection of terrorism violence as a non-civilized means. The necessity of a wide general social prevention of terrorism on the basis of adoption, development and effective implementation of legal concepts of justice and equality in international relations, dialogue between civilizations, culture of peace, social tolerance and human security at universal level has been identified. The trends in improvement of the draft comprehensive convention on international terrorism in the context of the preventive aspect of the conflictological paradigm have been stated.
