This publication is about the system of self-government of Ukraine built on the public concept, which is an asymmetric by its abilities at the local level on one hand and illogical from the point of view of philosophical concept of integrated systems at the regional level on the other hand. In the process of the constitutional reform it is proposed gradually to shift to the state concept as philosophical basis of European charter of local self-government, to better define the basic levels of its system, their legal personality as territorial communities of citizens and to build on every of them a complete system of local government, which would act on the principles of its legal, organizational, logistical and financial autonomy respectively to the local executive authorities.
