Actual problems of modernization of law enforcement system and improvement of law enforcement agencies in Ukraine in the context of the Constitutional Assembly activity and implementation of administrative and legal reform are in this article. The necessity of introducing in lawmaking and law enforcement activities categories of «public safety» and «State law enforcement agencies» is defined as well as their essence and content. The analysis of optimization of the ways of law enforcement agencies in the continued implementation of the administrative reform in Ukraine and improvement of national security and defense has been down. An author’s concept of developing as a system of national security entities and defense Council of Ukraine and law and order in the state is in it.
