The article studies a model law-making and legal harmonization in interstate integration. It gives a comparative legal analysis of these processes. It also expands the concept of international model regulations and model rulemaking. Normative definition of model law (Recommendation legislation) is given. The article singles out the criteria for the sources of «legal unification» and «model law-making». When considering mechanisms for the implementation of legal integration (unification and harmonization) noted that the signing of international conventions and adopting model laws are the main and effective means of convergence of legal systems.

 In the process of the internationalization of national law and legal integration studding occupies an important place creating organizational and legal mechanism for harmonization. Particular attention is paid to the nature of the model law, as an important means of legal harmonization. It is noted that model laws adopted as the universal and regional levels. The author separately consideres legal acts of the European Union. For best results and effective action to the harmonization played and plays in shaping the European Union.
