Annotation

The article studies classical European state-and-legal theory in terms of forming the ideas bicameralism, its impact on the Parliaments as the legislative and representative bodies, as well as reasoning for using of a bicameral parliamentary structure. The specific and substantive points in argumentation regarding the functioning of the two Houses of Parliament developed in the classical European state-and-legal science are analyzed.
