Annotation The Author stipulates that they are the international minimum standards that have to be taken into account by states in the course of establishment and strengthening national human rights institutions. The article concludes, that Paris Principles of 1991 have a legal meaning for states as they are agreed to fulfill them without any objections. Therefore the Author analyses the compliance of the Ukrainian Parliament Commissioner for Human Rights to the mentioned Principles and defines suggestions for legislative regulation of some aspects of its activity.
