Annotation | The article analyzes the key elements of the structure of a parliament, the Verkhovna Rada of Ukraine in the first place, namely: chambers (due to the bicameralism), committees and commissions, as well as individual or collegiate bodies. Specific characterictics of the Head of the Verkhovna Rada of Ukraine are studied. The attention is paid to the political and legal grounds for dissolution of the Parliament defined in the Constitution of Ukraine as the termination of powers of the Verkhovna Rada of Ukraine. The dissolution of the Parliament stipulates either the right or the duty of the Head of the State to act in relevant way. The problems of the constitutionally established rights of the President of Ukraine to early termination of powers of the Verkhovna Rada of Ukraine on all grounds are emphasized. The institutions of incompatibility of the mandate of a member of the Parliament of Ukraine and the deputy’s immunity are characterized with special attention paid to problematic issues. |
