Article International Control as a Means of Ensuring Internal Democracy

Annotation The article is based on a broad conception of democratic control, which encompasses institutions of state and public control, as well as takes into account the existence of international control mechanism. The issues of international control over public authority in relation to the principle of state sovereignty are studied. The development of the institute of international control in the second half of the XX century and the beginning of the XXI century is analyzed. Its focus on issues of human rights and democratic political regime is emphasized. International institutions as control subjects (UN, International Court of Justice, UN Commission on Human Rights, European Court of Human Rights, Court of Justice of the European Union, etc.) are characterized. Forms of international control (review of reports, petitions, individual applications, international courts and tribunals establishment) are analyzed. Principal features thereof are determined. It constitutes a system of supervision and inspection for the prevention, detection and elimination of violations of international norms and standards of the state and its agents.
